FNS is issuing this affirmation of a final rule, without change, of an interim rule that amended SNAP regulations, to require state agencies to monitor electronic benefit transfer card replacement requests and send notices to those clients who have requested four cards within a 12-month period.
This direct final rule is amending the Quality Control (QC) review error threshold in our regulations from $25.00 to $50.00. The purpose for raising the QC error threshold is to make permanent the temporary threshold change that was required by the American Recovery and Reinvestment Act of 2008. This change does not have an impact on the public. The QC system measures the accuracy of the eligibility system for the Supplemental Nutrition Assistance Program (SNAP).
The Food and Nutrition Service is adopting as a final rule, without change, a direct final rule that made changes to SNAP regulations to account for the replacement of the paper coupon issuance system with the Electronic Benefits Transfer system as the nationwide method of distributing benefits to program participants.
