SNAP COVID-19 Emergency Allotments Guidance

USDA has issued guidance to states in implementing Families First Coronavirus Response Act of 2020, which provides for the issuance of emergency allotments (supplements) based on a public health emergency declaration by the Secretary of Health and Human Services under section 319 of the Public Health Service Act related to an outbreak of COVID-19 when a state has also issued an emergency or disaster declaration.

Department of Education Information on the Emergency Broadband Benefit Program

Households with a child  approved to receive free or reduced price meals under the National School Lunch Program or the School Breakfast Program during the 2019-2020 or 2020-2021 school year are eligible for the Federal Communication Commission’s Emergency Broadband Benefit. EBB is a federal program to help eligible families pay for internet service during the pandemic.

Collection of Race and Ethnicity Data by Visual Observation and Identification

This memorandum states visual observation and identification by Child and Adult Food Care Program (CACFP) institutions and facilities and Summer Food Service Program (SFSP) sponsors is no longer an allowable practice for program operators to use during the collection of race or ethnicity data.

State Guidance on Coronavirus P-EBT

USDA is committed to providing nutrition assistance to hard-hit families across the country due to the coronavirus pandemic. In support of President Biden’s call to action on hunger, USDA announced that it is increasing the Pandemic EBT benefit by approximately 15 percent, providing more money for low-income families and millions of children missing meals due to school and child care closures.

Consolidated Appropriations Act 2021: Effect on Child Nutrition Programs - REVISED

This memorandum provides notice to child nutrition program operators regarding Sections 743, 764, 767, and 789 of the Consolidated Appropriations Act 2021 enacted on Dec. 21, 2020. This revised memorandum applies to state agencies administering, and local organizations operating the federal child nutrition programs. It is revised to correct the timeframe intended by Congress for Section 743.

SNAP - Waive Fair Hearing Timelines Guidance

FNS is allowing states flexibility regarding fair hearing timeframes. As needed, state agencies may extend the fair hearings process up to 120 days from receipt of the request for fair hearings that were already in process or for which requests are received from March 1 through May 31, 2020.
