This preliminary report summarizes key changes, improvements, and challenges to WC operations as delivered under the physical presence and remote benefit issuance waivers during the COVID-19 pandemic. These findings represent a first, high-level look at survey data collected from state and local WIC agencies to fulfill reporting requirements for waivers issued under the Families First Coronavirus Response Act.

This report is the latest in a series on SNAP participation rates, which estimate the proportion of people eligible for benefits under federal income and asset rules to those who actually participate in the program. The Summer Meals Study provides a comprehensive, nationally representative assessment of the two summer meal programs operated by USDA: the Summer Food Service Program and the National School Lunch Program Seamless Summer Option. It is the first national study to simultaneously examine the facilitators and barriers to program participation among participating and nonparticipating families, sponsors, and sites. This study examines the characteristics of participating and nonparticipating children, including sociodemographic characteristics, household food security status, reasons for participation or nonparticipation, and satisfaction with the meals served to children in the summer of 2018. 

This collection is a reinstatement, with change, of a previously approved collection for which approval has expired for the fourth Access, Participation, Eligibility, and Certification study series (APEC IV).

Currently, 46 of 53 state agencies accept online applications for SNAP benefits from new applicants, and 33 state agencies allow SNAP participants to recertify to renew their benefits online. The purpose of this study was to collect information about online application features, protocols and procedures used for processing online applications, and perceived advantages and challenges with using online applications.

​​This report supplements FNS administrative data on total food costs by estimating the average monthly food costs for each WIC participant category and food package type. It also estimates total pre- and post-rebate dollars spent on 18 major categories of WIC-eligible foods in FY 2018.
