Multi-Agency Task Force Report to Congress, January 2018

The 2014 Farm Bill established a Multi-Agency Taskforce to provide coordination and direction for U.S. Department of Agriculture (USDA) foods administered by the Food and Nutrition Service (FNS). The Task Force is responsible for evaluating and monitoring USDA commodity programs to ensure that through the distribution of domestic agricultural products, the programs support the U.S. farm sector and contribute to the health and well-being of individuals in the United States. This third annual report to Congress describes the activities of the taskforce in 2017.

Direct Certification in the National School Lunch Program Report to Congress: State Implementation Progress, School Year 2015-2016 and 2016-2017

This report responds to the requirement of Public Law 110-246 to assess the effectiveness of State and local efforts to directly certify children for free school meals. Direct certification is a process conducted by the States and by local educational agencies (LEAs) to certify eligible children for free meals without the need for household applications. The 2004 Child Nutrition and WIC Reauthorization Act required LEAs to establish systems to directly certify children from households that receive Supplemental Nutrition Assistance Program (SNAP) benefits by school year (SY) 2008-2009. This report presents information on the outcomes of direct certification for SY 2015-2016 and SY 2016-2017.

Review of WIC Food Packages: Improving Balance and Choice

With support from the Food and Nutrition Service of the U.S. Department of Agriculture, the National Academies of Sciences, Engineering, and Medicine (formerly Institute of Medicine) convened an expert committee to review and assess the nutritional status and food and nutritional needs of the WIC-eligible population and provide recommendations based on its review and grounded in the most recently available science. The committee produced three reports as part of this task. This third and final report, in which the committee provides its final analyses, recommendations, and the supporting rationale, is available for download from the National Academy of Sciences.

Evaluation of the Elementary Schools Pilot Project for Canned, Frozen, or Dried Fruits and Vegetables in the FFVP

This report presents results from a pre/post study comparing the fall of 2014 with the spring of 2015, to evaluate the impacts of a Pilot project under which States had the option to serve canned, frozen, and dried fruits and vegetables.

Assessing the Feasibility of Implementing the Supplemental Nutrition Assistance Program in the Commonwealth of the Northern Mariana Islands

Section 4031 of the Agricultural Act of 2014 required a study to determine the feasibility of operating SNAP, or an alternative model of benefit delivery, in the CNMI. This report assesses the CNMI's capacity to administer SNAP in six key SNAP program areas; describes potential barriers to implementing SNAP and modifications that might be needed; and explores which elements of SNAP could be implemented under the existing block grant structure.

Feasibility of Tribal Administration of Federal Nutrition Assistance Programs

Section 4004 of the Agricultural Act of 2014 required a study to determine the feasibility of Indian Tribal Organizations (ITOs) administering Federal nutrition assistance programs in lieu of State agencies. This study presents broad general findings regarding Tribal interest in administering nutrition assistance programs, ability to administer all or parts of these programs, and potential challenges.

Year 2 Demonstration Impacts of Using Medicaid Data to Directly Certify Students for Free School Meals

The Food and Nutrition Service conducted the Direct Certification with Medicaid (DC-M) demonstration that enables selected States and districts to use household income data from Medicaid files to directly certify students for free school meals. This report focuses on the experiences of States and districts conducting DC-M during School Year (SY) 2013-2014, the second year of the demonstration. It examines whether DC-M leads to changes in the percentage of students certified, the number of meals served, Federal reimbursements, and certification costs incurred by districts. It also assesses State-level administrative costs and identifies the challenges that States and districts face when implementing DC-M.

Examination of Cash Nutrition Assistance Program Benefits in Puerto Rico

The Nutrition Assistance Program (NAP) in the Commonwealth of Puerto Rico provides a monthly benefit for food to low-income households that includes both cash and noncash portions. Three-fourths (75 percent) of the benefit must be redeemed for eligible food items through electronic benefit transfer (EBT) at certified retailers. The remaining 25 percent may be redeemed in cash. The entire benefit (both the noncash and cash portions) is to be used only for the purchase of eligible food items.
