​This report presents estimates of the percentage of eligible persons, by state, who participated in SNAP during an average month in FY 2019 and in the two previous fiscal years. SNAP eligibility criteria include maximum income and resource thresholds, as well as certain nonfinancial criteria, such as age and disability status.

The National Academies of Sciences, Engineering, and Medicine  convened an expert committee to review and assess the nutritional status and food and nutritional needs of the WIC-eligible population and provide recommendations based on its review and grounded in the most recently available science. SNAP is designed to reduce food insecurity – reduced food intake or disrupted eating patterns in a household due to lack of money or other resources – but data quantifying this effect is limited. The objectives of this study were to: Assess how food security and food expenditures vary with SNAP participation.

Student eligibility for free meals is determined by application or by direct certification. Although direct certification systems vary by State and LEA, all such systems are designed to eliminate the need for paper applications. Effective in SY 2011-12, LEAs must conduct direct certification three times per year: once at or around the start of the school year, and again three and six months after that initial effort. All direct certification systems now match student enrollment lists against SNAP agency records and the records of other assistance agencies whose participants are categorically eligible for free meals. The matching process, whether automated or manual, requires no action by the children’s parents or guardians.
