One of the main objectives of the survey was to examine the food security of FSP participants, in terms of the adequacy of the food available to them and their risk of hunger. The study also examined the amount of nutrients FSP participants used from home food supplies.
In this report, data from the NFSPS are used to address three important areas of interest to FNS that relate to the quality of FSP customer service: (1) the monetary and nonmonetary costs of participating, (2) client satisfaction with services provided, and (3) the accessibility of the FSP to eligible households.
To explore the suitability of off-line electronic benefits transfer (EBT) as an alternative to paper issuance and on-line EBT issuance systems, USDA’s Food and Nutrition Service has supported the Ohio Department of Human Services in expanding off-line EBT issuance to all Food Stamp Program recipients in the state. A pilot project in Dayton, Ohio and a demonstration of a combined WIC-EBT off-line system in Wyoming have clearly established the technical feasibility of off-line EBT for FSP benefit issuance.
The number of people receiving food stamps fell by over 5.9 million between summer 1994 and summer 1997, with most of the decline occurring in the year between September 1996 and September 1997. This decline occurred during a period of strong economic growth – unemployment fell, inflation stayed low, and the percentage of Americans living in poverty fell slightly. In the same period, Congress enacted and states implemented sweeping reforms to the Food Stamp Program and to the nation’s welfare programs.

This report analyzes the findings from North Carolina’s Vehicle Exclusion Limit Demonstration, which excluded one vehicle per household, regardless of value, from the Food Stamp Program’s countable asset limit. Under current law, for most families, only the first $4,650 of the first vehicle’s value is excluded. Some have argued that because a reliable vehicle is often required to find and hold a job, the entire value of the first vehicle should be excluded.
This report explores the feasibility and potential cost of enabling EBT systems to differentiate between program-eligible and ineligible items. It considers the cost of upgrading systems in stores that now have scanners and the cost of installing new systems in stores without scanners. The report also examines the potential for the purchase of ineligible items even with the introduction of new technological controls.
This pamphlet provides estimates for Food Stamp Program participation rates by states. It will be the first widely-released document showing the percentage of eligible people, by state, who actually participate in the program. Because the data are from January 1994, prior to the enactment of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, they provide baseline data on participation rates prior to the enactment of welfare reform.

This report is the first to present information on a little-known segment of the Food Stamp population that has been profoundly affected by welfare reform—unemployed, childless, 18-50 year old able-bodied adults. As government agencies find themselves having to learn quickly about those affected by the new rules of public assistance , the need to gather timely and accurate information has never been greater.
