The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.

Through an examination of 5 disasters in 4 states, this study develops recommendations for best practices in planning for, implementing, and operating D-SNAP. 

​This study evaluated the implications of online SNAP benefit redemption on program integrity. In addition, the study gathered basic information about online benefit redemption, including the use in urban and rural settings.

The Evaluation Policy highlights FNS’ commitment to scientific integrity and rigor in conducting research and evaluation projects and how research and evaluation findings are used to inform decision-making. 

The USDA Food and Nutrition Service’s 1990 WIC Medicaid Study I found that prenatal WIC participation was associated with improved birth outcomes and savings in Medicaid costs. A 2003 study by Buescher, et al., found that WIC participation during childhood was associated with increased health care utilization and Medicaid costs, and concluded that WIC enhanced children’s linkages to the health care system.

WIC Participant and Program Characteristics 2016 (PC 2016) summarizes the demographic characteristics of participants in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) nationwide in April 2016. It includes information on participant income and nutrition risk characteristics, estimates breastfeeding initiation rates for WIC infants, and describes WIC members of migrant farm-worker families. PC 2016 is the most recent in a series of reports generated from WIC state management information system data biennially since 1992.

This report, the latest in a series of annual reports on WIC eligibility, presents 2015 national and state estimates of the number of people eligible for WIC benefits and the percents of the eligible population and the US population covered by the program, including estimates by participant category.

The WIC Nutrition Services and Administration cost study examines how program funds are expended by state and local agencies to support the management and operation of WIC. The study analyzed data from a national survey of state and local agencies, cases studies, and FY 2013 WIC administrative data.

The purpose of this study is to evaluate the effectiveness of state agencies current peer group systems, and to provide guidance to state agencies on how to evaluate and update their systems. Specifically, it uses empirical analysis to identify one or more effective models for establishing vendor peer groups that could apply to most state agencies.
