Resource | Research, Analysis & Background | Demonstrations Evaluation of the USDA Summer EBT Demonstrations: Lessons Learned From More Than a Decade of Research

The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.

Resource | Research, Analysis & Background | Food Security Reaching Those in Need: Estimates of State SNAP Participation Rates in 2020

​This report—part of an annual series—presents estimates of the percentage of eligible persons, by state, who participated in USDA's SNAP during an average month in fiscal year 2020 and in the two previous fiscal years. Because the Coronavirus COVID-19 public health emergency affected data collection starting in March 2020, this summary covers only the pre-pandemic period of October 2019 through February 2020. Thus, this report presents rates only for all eligible persons during the pre-pandemic months of FY 2020.

This study evaluated emerging mobile communication strategies (MCS) technology, both before and after the COVID-19 pandemic. The primary purpose of this study was to better understand the existing landscape of MCS technology, and highlight best practices and lessons learned for from the use of MCS programs by SNAP state agencies.

This report presents findings from the evaluation of the first Healthy Fluid Milk Incentives project. The project tested take-up of incentives delivered through coupons issued to SNAP participants when they purchased "qualifying fluid milk" with their SNAP benefits at four pilot stores in west Texas.

Resource | Research | Impacts/Evaluations WIC Medicaid II Feasibility Study: Final Report

The USDA Food and Nutrition Service’s 1990 WIC Medicaid Study I found that prenatal WIC participation was associated with improved birth outcomes and savings in Medicaid costs. A 2003 study by Buescher, et al., found that WIC participation during childhood was associated with increased health care utilization and Medicaid costs, and concluded that WIC enhanced children’s linkages to the health care system.

SNAP Education (SNAP-Ed) is the nutrition education and obesity prevention component of SNAP; its goal is to improve the likelihood that persons eligible for SNAP will make nutritious food choices within a limited budget and choose physically active lifestyles consistent with the current Dietary Guidelines for Americans and the USDA food guidance.

The WIC Infant and Toddler Feeding Practices Study 2 (WIC ITFPS-2)/ “Feeding My Baby” Study captures data on caregivers and their children over the first 5 years of the child’s life after WIC enrollment to address a series of research questions regarding feeding practices, associations between WIC services and those practices, and the health and nutrition outcomes of children receiving WIC.
