WIC Electronic Benefit Transfer (EBT) One Card Considerations

During EBT planning, many WIC State agencies are encountering the idea of using a single EBT card that allows access to WIC and other program benefits such as SNAP and Cash.  This paper outlines many of the considerations State agencies would need to examine to implement a 'One Card' EBT solution.  The paper does not provide an exhaustive list of issues that may be encountered nor does it represent any official FNS policy position in support of One Card access.  We appreciate the input we received on earlier drafts from experts in the SNAP program and industry.  If there are any comments, they may be emailed to WICEBTMIS@fns.usda.gov
