State Vehicle Policy for TANF Cash Assistance

TANF Policy

Alabama

Excludes the value of all vehicles.

Alaska

Excludes the value of a vehicle if used to meet the family’s basic needs (i.e., getting food, medical care, commuting, to transport disabled family member, etc.).

Arizona

Excludes the value of all vehicles.

Arkansas

Excludes the value of one vehicle.

California

Excludes up to $4,650 fair market value (FMV) of each vehicle.

Colorado

Excludes one vehicle per household plus one vehicle for each employed member of the family unit.

Connecticut

Excludes one vehicle up to $9,500 equity value (EV), or entire value if used to transport a disabled person.

Delaware

Excludes the value of all vehicles.

District of Columbia

Excludes the value of all vehicles.

Florida

Excludes up to $8,500 EV of all vehicles combined. If no person is subject to work participation requirement, then one vehicle up to $8,500 EV. Any vehicle needed to transport a physically disabled family member is exempted.

Georgia

Excludes one vehicle up to $1,500 EV (or $4,650 EV if used for work or education). If two parents, then two vehicle exemptions.

Guam

Hawaii

Excludes the value of one vehicle.

Idaho

Excludes one vehicle per adult.

Illinois

Excludes the value of one vehicle.

Indiana

Excludes up to $5,000 EV ofone vehicle.

Iowa

Excludes one vehicle and up to $4,658 EV of one vehicle for each adult and working teenager.

Kansas

Excludes one vehicle per household member. Additional vehicles exempt if: used over 50% of time for work, or if equipped for use by disabled person.

Kentucky

Excludes the value of all vehicles.

Louisiana

Excludes the value of all vehicles.

Maine

Excludes the value of one vehicle.

Maryland

Excludes the value of all vehicles.

Massachusetts

Excludes up to $10,000 FMV of one vehicle and $5,000 EV of a second vehicle.

Michigan

Excludes the value of all vehicles.

Minnesota

Excludes up to $15,000 loan value of all vehicles.

Mississippi

Excludes the value of all vehicles.

Missouri

Excludes one entire vehicle and up to $1,500 EV for a second vehicle.

Montana

Excludes one vehicle and all income-producing vehicles.

Nebraska

Excludes one vehicle if used for work or medical transportation.

Nevada

Excludes the value of one vehicle.

New Hampshire

Excludes one vehicle per adult.

New Jersey

Excludes one vehicle up to $9,500 FMV. A second vehicle up to $4,650, if there are 2 adults, or a child at least 17 years old and is a full-time secondary student and employed, if car is essential for work, or training; or if used to transport a disabled person.

New Mexico

Excludes one vehicle if used for work, daily living requirements, or equipped for a disabled person.

New York

Excludes one vehicle up to $9,300 FMV if needed for employment, otherwise up to $4,650 FMV.

North Carolina

Excludes the value of all vehicles.

North Dakota

Excludes the value of one vehicle.

Ohio

Excludes the value of all vehicles.

Oklahoma

Excludes up to $5,000 EV of one vehicle.

Oregon

Excludes up to $10,000 EV of all vehicles.

Pennsylvania

Excludes the value of one vehicle.

Rhode Island

Excludes one vehicle per adult (not to exceed 2). Additional vehicles excluded if used to transport a disabled family member.

South Carolina

Excludes one vehicle. Additional vehicles excluded if: used to transport a disabled person; essential to self-employment; or, produces income.

South Dakota

Excludes the value of one vehicle.

Tennessee

Excludes one vehicle up to $4,600 EV.

Texas

Excludes up to $4,650 FMV of all vehicles and full value of vehicles used to transport a disabled family member.

Utah

Excludes the value of all vehicles.

Vermont

Excludes one vehicle per adult, but no more than 2 vehicles.

Virgin Islands

N/A

Virginia

Excludes the value of all vehicles.

Washington

Excludes one vehicle up to $5,000 EV, and another vehicle if necessary to transport a physically disabled family member.

West Virginia

Excludes the value of one vehicle.

Wisconsin

Excludes up to $10,000 EV for all vehicles.

Wyoming

Excludes one vehicle, except two for married couples.
