| All Ohio counties issue benefits during the first 10 days of the month. Staggering benefits is optional and about 15 percent of the smallest of Ohio's 88 counties do not stagger. For counties that do stagger, benefits are issued over a period of between 2 and 10 days at the county's option and are made available based on the last digit of the client's case number.
