Supplemental Nutrition Assistance Program
Healthy Incentives Pilot (HIP) - Timeline
 
HIP is a complex undertaking. To be successful, FNS must be informed of and consider the many design, implementation and evaluation options available for HIP from the beginning. Determining the targeted foods, the form of the incentive and the impact measures are just a few of the topics that must be carefully considered. Accordingly, FNS has established a timeline for the project that allows for careful consideration of all options at each phase and time to plan for both the implementation and the evaluation from the beginning.
 
Phase 1: Initial Planning
Fiscal Year 2009 (October 2008 through October 2009)
 
  • Convene stakeholder symposium to gather information and options (October 2008 - Complete)
  • Design the key components of the pilot and the evaluation
  • Develop solicitations to competitively select pilot sites and evaluation contractor
  • Release solicitation for evaluation contractor
Phase 2: Complete Planning and Begin Implementation
Fiscal Year 2010 (October 2009 through September 2010)
 
  • Release solicitation for pilots
  • Select evaluation contractor
  • Select pilot sites
  • Initiate implementation of pilot sites and evaluation process
Phase 3: Begin Pilot Operations and Continue Evaluation
Fiscal Year  2011 (October 2010 through September 2011)
 
  • Monitor implementation of pilot
  • Collect data for evaluation
