Q. Can fingerimaging be made an eligibility criterion?
A. Fingerimaging cannot be made an eligibility criterion, and waivers
will not be allowed to permit the use of fingerimaging. However, in accordance
with current policy, fingerimaging may be used as a method for ensuring
that a person does not participate in more than one jurisdiction in any
month. This is because the law requires States to have a system for preventing
duplicate participation and if that is the method chosen by a State, an
individual may not receive their benefits if they refuse to comply with
the State's fingerimaging requirements.
