Medicare Prescription Cards – Questions and Answers

SUBJECT:

Medicare-Approved Drug Discount Card; Revised Questions and Answers for the Food Stamp Program

TO:

All Regional Directors
Food Stamp Program

Attached are revised questions and answers that replace the earlier set that was signed on July 8, 2004 and posted to our website on July 9, 2004. The revisions in the attachment contain no substantive changes.

There are four types of revisions:

  • In our earlier version we omitted certain questions and answers that describe how the Centers for Medicare and Medicaid Services (CMS) actually operates the Drug Discount Card program. We have incorporated CMS’s comments on our proposed answers, and the final answers appear in the attachment. Those questions and answers are numbers 1 through 8 in the attachment.

  • Second, questions 12 and 13, which describe the hold-harmless period for Quality Control, have been clarified.

  • Third, we have replaced the word subsidy with the word credit wherever it appeared. Credit is the word that CMS uses to describe the money that is loaded on the card of many low-income cardholders. We are going to use the word credit to minimize any confusion.

  • Fourth, we have corrected some typographical and grammatical errors.

If you have any comments about these questions and answers, please direct them to the team leader in the Certification Policy Branch who works with your region.
