FY 2006 Food Stamp Program Participation Grants
Dear Interested Party:
The Food and Nutrition Service (FNS) is announcing the opportunity to
submit grant applications for the Food Stamp Program (FSP) Participation
Grants (Program Participation Grants) for fiscal year (FY) 2006. A total
of $5 million is available for FY 2006. Our intention is to award up to
$1 million of this money to an otherwise acceptable proposal that
involves a partnership between a State agency and one or more private
non-profit organizations, including faith-based or community-based
organizations. We also hope to support at least one project that serves
traditionally underserved and economically depressed geographic areas
that overlap State boundaries. A copy of the Request for Applications (RFA),
which provides all of the pertinent details regarding the submission of
grant applications, is enclosed.
All 53 State agencies that administer the FSP, State or local
governments, agencies providing health or welfare services, public
health or educational entities and private nonprofit entities such as
community-based or faith-based organizations, food banks, or other
emergency feeding organizations may apply. The proposal may involve
partnerships between State agencies administering the FSP and other
public and private nonprofit organizations, including faith-based and
community-basedr organizations. Eligible applicants may use the money to
support projects that develop and implement simple food stamp
application and eligibility determination systems, or measures to
improve access to food stamp benefits.

or at 703-305-2515. All completed applications must be received on or
before 5 p.m. Eastern Standard Time, June 7, 2006. Applications must be
mailed directly to Lisa Johnson, Grants Management Officer, FNS, USDA,
3101 Park Center Drive, Room 738, Alexandria, Virginia 22302, or
submitted electronically by accessing
www.grants.gov, a new government website designed for electronic
submission of applications and proposals. All applicants that opt to
submit their application via
www.grants.gov must also send an e-mail to Lisa Johnson, Grants
Officer, at Lisa.Johnson@fns.usda.gov,
advising that the application was submitted through the grants.gov
portal. This e-mail must be received no later than 5:00 p.m. Eastern
Standard Time on the due date as well.
Please be aware that in order to use the grants.gov system, the user
will need both a Data Universal Number (DUNS) and a Contract Registry
Number. Thus, it is very important that users of the grants.gov system
familiarize themselves with the requirements for system use. We suggest
you visit the site sometime prior to attempting to submit your
application electronically to review the instructions on how to obtain a
DUNS assignment as well as a Contract Registry Number. While both
numbers are required to submit the application electronically via
grants.gov, the DUNS number is a
requirement even if the application is submitted in hardcopy format. FNS
will not accept faxed or direct e-mailed versions applications.
