The Emergency Food Program Rural Infrastructure Grant

The Emergency Food Program Infrastructure Grant was authorized by the Food, Conservation, and Energy Act of 2008.  It is a competitive grant program that provides funds to improve and expand the infrastructure needs of emergency feeding organizations (EFO) that participate in the Emergency Food Assistance Program (TEFAP).  There are two grant solicitations, one for EFOs that serve rural areas and one for all EFOs.  Information about the TEFAP General Infrastructure Grant can be found here.

These grants will help EFOs to implement, improve, and expand their infrastructure activities and projects, including developing computerized systems for tracking time-sensitive food products; improving the distribution of perishable foods (such as fresh fruits and vegetables); rescuing prepared, unserved food; identifying donors, new EFOs, and eligible recipients; and improving facilities and equipment.

Bullet Defining Rural
For the purpose of this TEFAP Rural Infrastructure grant, a rural community is defined as any area or community, respectively, no part of which is within an area designated as a standard metropolitan statistical area by the Office of Management and Budget.

To determine whether a community is rural:
1.  Go to http://www.census.gov/population/www/metroareas/metrodef.html.
2.  Scroll to the bottom of the page to the "definition files" heading.
3.  In this chart, choose the most recent date from the drop-down menu to the right of the "Metropolitan statistical areas and components" box and click "Go."
4.  If the county of the community being served by the grant is listed on that page, that community is considered part of a metropolitan statistical area and is not rural.  All other counties are considered rural for the purposes of this request for application.
