SUBJECT: Afterschool Care Snacks in Emergency Shelters in the Child and Adult Care Food Program (CACFP)
TO: Regional Directors
Special Nutrition Programs
All Regions

We are issuing this memorandum to clarify that emergency shelters that operate afterschool care programs with education or enrichment activities for homeless children and youth during the regular school year are automatically eligible for at-risk afterschool snacks under CACFP.

This policy provides older children, who are homeless and consequently automatically eligible for free meals, access to afterschool care snacks, even if the emergency shelter’s program is not located in a school attendance area where at least 50 percent of the enrolled students are eligible for free and reduced price meals. It also allows shelters in eligible states (i.e., Delaware, Illinois, Michigan, Missouri, New York, Oregon, and Pennsylvania) to serve reimbursable suppers to homeless children in their afterschool care programs.

Please share this memorandum with your state agencies.

STANLEY C. GARNETT
Director
Child Nutrition Division
