Response to Questions -- FNS-06-038SAM

1. How many providers are providing services in rural areas?  1. Tier 1? 2. Tier 2?  3. Exempt?

As of March 1, 2006, there were 2,928 active family day care homes (FDCHs) in Nebraska, of which 1,343 (46%) were located in rural areas. FNS does not have information on the tiering status of these FDCHs.

2. Under what circumstances do providers provide services to children over age 12? About how many do so? About how many children over 12 are served?

According to the Nebraska website provided in the RFP, the CACFP program serves:

  • Children through age 12.
  • Children of migrant workers, through age 15.
  • Physically and mentally handicapped persons receiving care in a center where most children are 18 years old and under.

FNS does not have information on how many FDCHs provide services to children over age 12, nor on how many children over age 12 are served.

3. Are services offered year round by all providers? If not, does this vary substantially across the provider population?

Typically, FDCHs operate year-round, but FNS has no information on the number of FDCHs that provide services year-round in Nebraska.

4. SOW refers to both adult and child day care facilities, but no discussion of adults in SOW. Are both included in the pilot/evaluation? If so, does the information on children, e.g., regarding tiers and exempt status, apply as well to adults?

The pilot changes eligibility determination rules only for child family day care homes. The evaluation will focus on family day care homes providing services to children.
