Food Stamp Program APD
Post-Implementation Review

The Food Stamp Program APD approval process described at 7 CFR 277.18 states that FNS may conduct a post-implementation review of the system once it is fully operational statewide. It is standard process, resources permitting, that the Regional Office staff conduct these reviews.

The FSP Post-Implementation Review Checklist includes the ADP/CIS Model Plan components as its baseline. Additional components addressing EBT, security, and biometrics have been added and the checklist updated to follow the computer industry’s continuing evolution. The Checklist has been broken down into components by function and modules. Each individual component may contain background information reminding the reviewer why this component is necessary, suggested Regional Office preparation information, and the actual checklist.
