The term “EBT Ready” refers to those
automated functions that should be incorporated in a State agency’s information
system (IS) as the system is updated or replaced. This functionality will
prepare State agencies for eventual implementation of WIC EBT. This document was
developed and updated based on input and comments from the WIC EBT pilot State
agencies. Originally intended to be a companion piece to the Functional
Requirements Document for a Model WIC Information System (with EBT) (FReD-E),
FNS currently plans to update the FReD and incorporate the EBT functions
contained in this draft document. |

EBT Systems Testing Guidelines |

The WIC EBT Systems Testing Guidelines is
designed as a guide to assist WIC State agency personnel as they plan, prepare
for, and execute testing of their WIC EBT systems. To provide insight into
testing, the document discusses best-known industry methods as well as lessons
learned Since each WIC State agency must take ownership of its EBT system, this
document will equip the WIC State agency with pertinent information and guidance
to uncover hidden system defects before the system is rolled out statewide. In
providing tools for planning and conducting the various tests of the WIC EBT
system, this document includes principles, methodologies, and areas of testing.
Guidance for planning, documenting, and executing successful system testing is
also provided. |

Demonstration Project Report |

In April 2003, FNS contracted with
Information Systems Support, Inc. (ISS) to test the feasibility of using on-line
magnetic stripe cards in retail grocery stores to provide electronic benefits to
WIC participants. The on-line demonstration project replicated retailer
point-of-sale equipment in a laboratory setting and field tested one of the
transaction method(s) in two grocery chain stores and one independent grocery
store. The pilot included one WIC clinic and approximately 300 households. ISS
subcontracted with Stored Value Systems and Maximus, Inc. on this project. The
pilot began in June 2005 and concluded mid-November 2005. The WIC EBT On-line
Demonstration Project demonstrated the technical feasibility of online
technology for WIC EBT, and revealed additional modifications required to
improve the system’s function within the retail environment. The project’s
findings are available in PDF through the link below; the design documents
resulting from this project can be obtained upon request. |
