	WIC Operating Rules & Technical Implementation Guide The guidelines establish a framework for consistent procedures and implementations by State agencies and their participating retail vendors. The September 2011 Technical Implementation Guide revision is currently under review by the technical workgroup. Please contact FNS at WICEBTTECH@fns.usda.gov  if you would like to participate or receive ongoing updates to workgroup activities.
