Goal:

Promote adoption of healthy dietary patterns and regular physical activity among individuals, families and communities, based on the Dietary Guidelines for Americans.

To encourage statewide partnerships and collaborative interventions which facilitate nutrition education, policy initiatives, and environmental change across the lifespan. This leads to a strong and proactive vision for the advancement of physical activity, good nutrition, and a healthier lifestyle.

Objective 1:

Develop a strong and productive collaboration among MISNAP partners/FNS assistance programs throughout the state in order to facilitate a needs assessment of communities and the formation of "SNAPlets" or local branches of the main SNAP team.

Develop a communication system between MISNAP membership, target communities and MISNAP so to identify work done or to be done; also identify issues that communities face and deliver appropriate educational and other resources needed to address priority issues.

Tactics:

  • Encourage active participation on the MISNAP committee from all FNS programs & partner agencies; Conduct quarterly meetings with all MISNAP committee members and report on progress, impacts and programming needs.

  • Maintain MISNAP information, minutes of meetings on a website so that external partners/stakeholders can access team discussions, and refer to assigned tasks and progress made.

  • MiSNAP Planning Document will be formalized.

  • Develop web-based documentation of SNAPs and report of accomplishments that can be available to all stakeholders and to other interested parties.

  • Coordinate campaigns and key messages to promote healthy communities, children and parents.

  • Collaborate with community members and SNAPlets on the identification of opportunities for nutrition initiatives around the state.

  • Offer Plain Language training to MISNAP partners. Provide shared training opportunities.

  • Create a systems approach to target individuals, families, communities and policies.

  • Review current program strategies to identify potential duplication. Consolidate & coordinate resources, evaluation methods and reports. Create a record of programs.

  • Promote food and nutrition programs across agencies and programs. Identify and recruit partners as MISNAP committee members.

Objective 2:

To strengthen collaborative work and delivery of consistent nutrition messages, develop links and working relationship between MISNAP, the Michigan Nutrition Network (MNN) as well as with like-minded partners outside USDA FNS programs.

Tactics:

  • The leadership of the MNN will act as an advocate for all MNN partners and committee members. MNN will be responsible for representing these partners at the quarterly MISNAP meetings and then reporting their work outcomes to the network/team.

  • The MNN staff will be oriented to Mishap's purpose and objectives and will convey MISNAP goals, resources and project outcomes to MNN partners.

  • MISNAP will assume an advisory role to MNN.

  • Promote the MNN and USDA nutrition programs to outside stakeholders and partner agencies across all programs. Encourage local health organizations to collaborate with the MNN (and MISNAP).

  • Coordinate campaigns and key messages of all partners for consistency of nutrition information throughout the state.

  • Identify needs of target audience and educational opportunities; then set annual joint goals between MNN and MISNAP to address those needs.

Objective 3:

Promote healthy eating and physically active lifestyles among children in at least 1% of Michigan schools and families that meet the income guidelines of the FSP.

Tactics:

  • Promote implementation and evaluation of a statewide message that consistently encourages Michigan's children and families to choose healthy foods and to be physically active.

  • Coordinate Loving Your Family Feeding their Future campaign throughout the state in FY 2008.

  • Encourage schools to utilize the Role of Michigan Schools in Promoting Healthy Weight, Team Nutrition and Michigan Action for Healthy Kids resources in their childhood overweight prevention efforts.

  • MISNAP committee members will assist in planning the 2008 "Eat Healthy+ Play Hard=Smart Students" Conference.

  • Coordinate campaigns and key messages to remove the stigma of over- weight. Focus on adoption of healthy lifestyles as a way to prevent chronic disease.

  • One train-the trainer and two pilot trainings will be conducted for Body Works.

  • Coordinate a Loving Your Family Feeding their Future campaign throughout the state in FY 2008.

  • Committee members will launch a revised statewide healthy school and community assessment tool that focuses on healthy lifestyle choices for a variety of developmental stages and allow community leaders to determine the greatest area of need.

  • Support expansion of community assessment tools throughout the State; assist with development of tools to reach the early childhood population.

Objective 4:

Implement breastfeeding promotional activities among women of childbearing age in the FSP: 98% of women enrolled in the BFI program will initiate breastfeeding, and 36% will continue breastfeed for at least 6 months and 15% will breastfeed for at 12 months.

Tactics:

  • Collaborate with the Michigan breastfeeding network e.g. Healthy Mothers Healthy Babies (HMHB), WIC, Michigan Association of Lactation Consultants (MALC) and LaLeche League and other recognized breastfeeding groups to promote implementation and evaluation of a statewide message that provides a support network that encourages women to increase initiation and duration of breastfeeding among the target population.

  • Encourage and support changes that help Michigan become more breastfeeding friendly.

  • Implement the statewide methodology used in the "Loving Support" campaign.

  • Enhance state and local WIC/DHS/MSUE collaboration to expand service delivery and education for mothers and infants.

Objective 5:

Promote the consumption of fruits and vegetables, whole grains, and nonfat or low-fat milk or dairy products. Children younger than two should receive whole milk or dairy products.

Tactics:

  • Promote implementation and evaluation of a statewide campaign that addresses the importance of and encourages eating more fruits and vegetables, whole grains, and nonfat or low-fat milk or dairy products every day. Whole milk/dairy products should be used for children younger than 2 years.

  • Highlight Michigan produce and the availability of fresh, healthy choices being accessible throughout the year.

  • Promote food assistance programs featuring fruits and vegetables such as WIC and Senior Project FRESH.

  • Promote Food Stamps and Food Stamp Nutrition Education as tools for participants to increase their consumption of fruits and vegetables, whole grains, and nonfat or low-fat milk or dairy products.

  • Assist in partner efforts to increase redemption rates of Project FRESH coupons and participation from Michigan communities.

  • Promote the USDA Fresh Fruit and Vegetable Program and assist schools administering the program to increase their ability to expose children to a variety of fresh fruits and vegetables.

  • Assist in state efforts to promote Farm to School activities.

  • Promote consumption of a healthy diet that includes fruits and vegetables, whole grains and dairy products during pregnancy, breastfeeding and postpartum stages of life.

Objective 6:

Increase access to healthy foods by identifying local "food deserts" and through partnerships with local agencies implement ways to combat the lack of food choices in these areas.

Tactics:

  • Three collaborative Partners with MISNAP and MNN will conduct nutrition education in food deserts.

  • Promote and improve the Nutrition Environment Assessment Tool (NEAT) for community assessment of nutrition environments around access to healthy foods.

  • Compile and present to partners the results of research on Detroit Food Deserts.

  • Team members will employ strategies to heighten awareness about and increase participation in federal nutrition programs: -- food stamps, WIC, school lunch, breakfast program, summer food service program, child and adult care feeding program, and senior food programs - across partner agencies/programs.

  • Publish results from an EBT pilot project at farmer's markets.

  • Organize and host the 2008 Choices Conference.
